After looking it up, however, now I know what it is and the serious reason for its construction. Like I said, please forgive my wrong idea.

lol I'm lost, I honestly have no idea how this could be a double entendre lol unless you are pronouncing the nickname the way locals say it, "Bummy" Monument could be I guess considering young people do go up there to mess around and there probably is a lot of bum flashing going on :p (probably not so much now with the giant flood lights they put up there to light it up at night tho :p )
